The Federal Ministry of Finance, Budget and National Planning has issued a circular directing all MDAs to record and disclose all abandoned projects including current/contingent liabilities arising from the incomplete implementation of Appropriation over the years and guarantees by the Federal Government.
By this Circular, MDAs are expected to identify and list all non-performing capital projects, which have among other things, suffered lack of funding in the past five years and/or have not recorded any significant progress in the last five years despite funding. MDAs are required to provide details of such abandoned capital projects under them. The aim is for MDAs to update the government with the actual status of current liabilities. This presents a veritable opportunity for citizens groups to get involved and support the process in line with the open government partnership principles especially in identifying and documenting abandoned projects across the States in the last five years to corroborate or counter whatever data that MDAs would be submitting. The compiled data of abandoned projects would be forwarded to the Budget Office and the Ministry of Finance, Budget and National Planning to guide their decisions.
